Anyone know of an instance of them being used during the Napoleonic Wars,I believe they may have take part in an assault on a Town/City in 1815 but have no evidence of them ever being used on the Battlefield ?

Tell him he will have to repaint his artillery troops: dark green tunic, in the same colour as that used by General Staff Officers (that is in the Osprey MAA on Specialist Troops for easy ref) with black collar and cuffs piped with red, brass buttons and on both sides of the collar, the brass burning grenade; shako with a large grenade badge; trousers likewise dark green.

And if I tell him to repaint,which he may well do,should I allow him to field an Austrian Rocket Battery ?

Sorry but not a query re accuracy or effect but if it is ok for Austrians to field Rockets as part of their field army during the Napoleonic Wars when the evidence does seem,at best,decidedly dodgy ??

If the argument is that the Austrians had rockets in 1815, then that is true. However, they were only with the army down at Huningen (where the Rhine turns east across the northern border of Switzerland) and they were of the heavy type used in sieges. So, they are no more suitable for field work than siege cannon would be.
