So can someone explain how they interpret the refused flank modifiers? If I'm reading it correctly, even though a unit can refuse its flank, it still suffers the penalties as if it had not, and the attacker still gets the modifiers for attacking a flank. Maybe I am mis-reading it, wanted to ask others what they think that means?

I remember asking this question years ago and I can't find any posts prior to 2013. IF I remember rightly you do indeed suffer all the penalties etc, the only advantage in refusing the flank is to bring firepower to bear in that direction. Probably better to wait for a reply from EC for the definitive article.
